Most front forks have coil springs and are hydraulically (oil) damped. To keep the oil in the fork, the seal is made with oil seals.

Due to wear or stone chips on the inner tubes, these seals can leak. You don't notice this right away. The damping slowly decreases and the road holding becomes worse. What you do notice right away is that the released oil makes your engine dirty and (worse) sometimes ends up on the brake discs, reducing the braking effect.
